The option description:

Specifies, whether the operating system supporting standard Plug and Play (value [Yes]) will be engaged in distribution of resources, or system resources will distribute BIOS (value [No]).

For the first time support of standard Plug and Play has appeared in Windows 95, now to it there correspond all actual versions of operating systems. So in most cases distribution of resources can be shifted «on shoulders» OS that will accelerate loading of the computer a little and will provide the big flexibility at connection of the new equipment.
