The option description:

Specifies a delay at an exchange of commands between the controller of memory of a chipset (processor) and memory (parametre tCR in the access diagramme). Qualitative modules of memory are capable to work at a delay in 1 step if you use such memory, establish value [Enabled]. If stable work in this mode is not provided, establish a delay in 2 steps, having chosen [Disabled].
